The location of Hollywood Casino Joliet was once occupied by the Empress Casino, which was opened in 1992. The casino was operated by Argosy Gaming Co., which was acquired by Penn National Gaming in 2005.

The owners renovated the casino in 2009, but the reopening was delayed due to a fire that broke out in March. The casino was finally opened in June of the same year under the name Hollywood Casino. The Egyptian theme of the Empress was replaced by the Hollywood-inspired art deco of the 1920s and ’30s.
